In 1957, when Norwich City Council became a pioneer by applying computer technology to handle its payroll and tax, a big machine was needed to handle the work. The computer had to be delivered on the back of a truck and then hoisted into the offices using ropes and pulleys.
The Council’s first computer came from Elliott Brothers of London. The local government entity anticipated savings on staff alone of 20 per cent.
It’s unclear if they moved staff to another department and utilized their time elsewhere, cut back on the number of individuals on the payroll altogether, or even had room for the same number of employees after adding such a large machine.
